Dr. Brooke Taylor

Senior Advisor — Skyline Capitol

There are very few people in Washington who have managed three congressional appropriations portfolios, served as Military Liaison to U.S. Strategic Command, led the Congressional Nuclear Security Working Group, and hold a doctorate in strategic leadership. Brooke is one of them — and she brings that full depth to every client engagement that touches defense, energy, or national security.

Biography

Where Academic Rigor Meets Operational National Security

Dr. Brooke Taylor occupies a genuinely rare position in the Washington national security ecosystem: a doctoral scholar and distinguished faculty member whose expertise was built not in the classroom alone, but through direct operational experience on Capitol Hill, at U.S. Strategic Command, and in the nonprofit and advisory community that shapes American defense policy from the outside.

Brooke served on Capitol Hill as a George Washington University Nuclear Security Fellow — a prestigious appointment that placed her at the center of some of the most consequential appropriations work in Congress. In that role she led three of the most significant funding portfolios in the federal budget: Defense, Energy and Water Development, and Military Construction and Veterans Affairs. She simultaneously managed the U.S. Congressional Nuclear Security Working Group — a cross-partisan body that coordinates congressional engagement on nuclear security policy — and served as Military Liaison Assistant to U.S. Strategic Command, the combatant command responsible for America's nuclear deterrent, space operations, cyberspace, and global strike capabilities.

That combination is not common. Congressional appropriations expertise at the subcommittee level requires years of sustained immersion. Direct STRATCOM liaison experience is exceedingly rare among civilian policy professionals. Managing the nuclear security working group requires both the policy depth and the relational credibility to convene Members and staff around the nation's most consequential deterrence questions. Brooke did all three simultaneously — and the substantive command of the intersection between defense funding, nuclear policy, and military operational requirements that resulted is one of the most specialized and valuable knowledge sets in Washington.

Brooke is the Founder and CEO of Defending Our Country (DOC), LLC, and a former congressional candidate in Virginia's competitive 10th District. She serves on the Board of Directors for Meadowkirk at Delta Farm, Evergreen Christian School, and the Middleburg Community Center, and on the Board of Regents for the Strategic Deterrence Coalition. As a distinguished faculty member at Missouri State University's School of Defense and Strategic Studies, she shapes the next generation of national security professionals with the same rigor she has brought to every operational role in her career.

She holds a Doctorate of Strategic Leadership and a Master of Arts in Government from Regent University — credentials that anchor her operational experience in the analytical and strategic frameworks that define serious national security scholarship.

Nuclear Security & Appropriations Record

The intersection of nuclear policy, defense appropriations, and strategic command liaison is one of the most specialized and consequential corners of Washington policy work. Brooke has operated at all three vertices — simultaneously, not sequentially.

Appropriations Portfolio

Defense Subcommittee

Led the defense appropriations portfolio as a GWU Nuclear Security Fellow — covering military operations, weapons programs, and the nuclear enterprise funding that flows through the Defense Subcommittee each year. The single largest discretionary spending bill in the federal budget.

Appropriations Portfolio

Energy & Water Development

Managed the Energy and Water appropriations portfolio — which includes the Department of Energy's National Nuclear Security Administration, responsible for maintaining and modernizing the U.S. nuclear weapons stockpile. One of the most technically specialized funding streams in the federal budget.

Appropriations Portfolio

Military Construction & Veterans Affairs

Led the MilCon/VA appropriations portfolio — covering the infrastructure and facilities that underpin military readiness and the full range of benefits and services owed to America's veterans — simultaneously with the nuclear security portfolios.

Policy Leadership

Congressional Nuclear Security Working Group

Managed the U.S. Congressional Nuclear Security Working Group — a cross-partisan body that convenes Members and senior staff around the nation's most consequential deterrence questions. Convening that group requires both deep substantive credibility and the trust of offices across the aisle.

STRATCOM Liaison

Military Liaison Assistant — U.S. Strategic Command

Served as Military Liaison Assistant to U.S. Strategic Command — the combatant command responsible for America's nuclear deterrent, space operations, cyberspace, and global strike capabilities. Direct STRATCOM liaison experience is exceedingly rare among civilian policy professionals at any career stage.

Board of Regents

Strategic Deterrence Coalition

Serves on the Board of Regents for the Strategic Deterrence Coalition — a national organization dedicated to educating policymakers and the public on the necessity of a credible nuclear deterrent for American and allied security. Board-level governance of the national deterrence advocacy community.

Board Service & Community Leadership

A career defined by service at the national security level finds its complement in consistent local and civic leadership. Brooke's board service reflects the same disposition that defines her professional work: a genuine commitment to institutions that matter.

Former Candidate

Former congressional candidate in one of Virginia's most competitive and nationally watched districts — a public commitment to direct service that reflects the same disposition defining her career.

Academic Foundation

Doctoral Scholarship Grounded in Strategic Leadership

Brooke's academic credentials are not decorative. They represent a sustained, serious engagement with the strategic and leadership questions that define national security policy at the highest levels — pursued while simultaneously doing the operational work that most scholars only study from the outside.

Her doctoral work in strategic leadership directly informs the advisory and teaching work she does today. As a distinguished faculty member at Missouri State University's School of Defense and Strategic Studies — one of the most respected undergraduate programs of its kind in the country — she translates that depth into the next generation of national security professionals, with the same rigor and seriousness of purpose she has brought to every role in her career.
