Biography

Every Corner of Washington Communications — From the Inside

Most government affairs practitioners come to the table with experience in one corner of Washington — a congressional office, a lobbying firm, or an agency. Liam Anderson has operated at a senior level in all of them. That 360-degree view of how Washington communicates with itself and with the public is the foundation of what he brings to Skyline Capitol's clients.

Liam served as Communications Director for two Members of Congress — Congressman Mike Garcia, representing one of the most competitive swing districts in the country, and Congressman Chris Stewart, now Skyline Capitol's president, a senior member of both the House Intelligence and Appropriations Committees. In both roles, he was the official spokesman, lead speechwriter, social media architect, and primary media liaison. Together, those two tours gave him a command of congressional communications strategy — and a network of Hill media relationships — that very few practitioners in this city can match.

Between his congressional roles, Liam served on the staff of the House Select Committee on Strategic Competition Between the United States and the Chinese Communist Party, chaired by Congressman Mike Gallagher. It was one of the most high-profile and consequential select committees of the recent Congress, and Liam's work there put him at the intersection of national security, technology policy, and the public communications of a committee that commanded sustained national media attention.

Liam also served in the Trump Administration as Content Strategy and Marketing Associate for HHS Secretary Alex Azar — writing speeches, developing policy rollout plans, and executing rapid response communications for one of the Cabinet's most visible departments during one of the most demanding periods in modern public health history. And in the private sector, he was a Senior Associate at CGCN Group, one of Washington's leading advocacy and strategic communications firms, where he built strategic communications plans and press materials for Fortune 500 companies navigating consequential federal policy environments.

Liam holds a Master of Science in Public Relations and Corporate Communications from Georgetown University and a bachelor's degree in Writing and Political Science from Colgate University. At Skyline Capitol, he integrates government relations strategy with the communications infrastructure that determines whether policy work succeeds quietly — or gets amplified in ways that change the political calculus entirely.

Career Record

Five roles across four sectors of the Washington ecosystem — congressional offices, a landmark select committee, the executive branch, and a leading private-sector advocacy firm. Each one built the next. Together, they represent a communications background that almost no one in this city has assembled.

U.S. House

Communications Director — Rep. Mike Garcia (CA-27)

Official spokesman, lead speechwriter, social media director, and media liaison for a Member representing one of the most competitive swing districts in the country — where every word is scrutinized and every news cycle is contested. Managed communications across both the official office and the campaign operation simultaneously.

U.S. House

Communications Director — Rep. Chris Stewart (UT-2)

Served as the communications lead for a Member sitting simultaneously on the House Intelligence and Appropriations Committees — where media strategy carries national security implications and the margin for error is zero. Built the messaging architecture and media relationships that defined Rep. Stewart's national public profile.

Select Committee

Staff — House Select Committee on CCP (Chairman Mike Gallagher)

Served under one of Washington's most consequential select committee chairmen during a period of sustained, high-profile national media attention. The committee's work on China's technology espionage, military posture, and influence operations became one of the defining congressional efforts of the congressional session — and Liam was part of the team executing it.

Executive Branch

Content Strategy & Marketing Associate — HHS Secretary Alex Azar

Wrote speeches, developed policy rollout communications, and executed rapid response for a Cabinet Secretary managing one of the federal government's most visible and operationally demanding departments — during a period of extraordinary public health, political, and media pressure. Cabinet-level communications experience that very few practitioners at any career stage can claim.

Private Sector

Senior Associate — CGCN Group

Developed comprehensive strategic communications plans, core messaging frameworks, and press materials for Fortune 500 companies and senior industry executives navigating complex federal policy environments. Translated Washington's policy dynamics into coherent public narratives — bridging the gap between inside-the-Beltway expertise and the corporate communications demands of major institutional clients.

Where Government Relations Meets Communications Firepower

Advocacy without communications is invisible. Communications without access is noise. Liam is the rare practitioner who delivers both — and who has operated at the highest level on both sides of that equation.

Congressional Media Operations

Two tours as Communications Director — one for a Member on the Intelligence and Appropriations Committees, one in a nationally watched swing district — gives Liam a firsthand command of how congressional offices manage media, control narrative, and execute communications strategy under constant scrutiny. He has been the person on the other side of every call from a national reporter. He knows how those calls get handled, and how to make them go your way.

Strategic Messaging & Speechwriting

From Cabinet-level addresses for an HHS Secretary to floor statements for Intelligence Committee members to earned media campaigns for Fortune 500 clients — Liam has written across every register of Washington communications at every level of visibility. He understands that the best policy argument is worth nothing if it's not framed in language that moves the specific people who need to be moved — and he builds that language from scratch for every client.

Corporate & Policy Communications

Liam's time at CGCN Group extended his congressional and executive branch expertise into the private sector — building communications architecture for Fortune 500 companies whose federal exposure required the same rigor and relationship intelligence as any Hill engagement. That cross-sector fluency is exactly what Skyline Capitol's most complex clients need: an advisor who understands how Washington works, how media operates, and how to tell your story within both.
